Lucious Whaley Goins, 59, of Milwaukee, and Richard Larris Cato, 63, of Houston, will appear in district court Thursday afternoon on charges of trafficking in illegal drugs. Both men are being held on $75,000 bonds, and have petitioned for a court-appointed attorney.
