Billie Lee Peters Cox was born in Choctaw on July 29, 1931 to Peter F. and Eunice Levina Peters. She was joined in birth by her twin sister, Mary Peters Nelson. They were lifelong best friends who enjoyed their days growing up in Oklahoma City and graduating from Capitol Hill School. They were both preceded in death by their parents and by older siblings Sylvia Peters Babbit and Bruno Peters.
