Billy was born to Jesse James and Lillie Florine (Shipman) Skeen on March 22, 2931, in Loco, Okla.

Billy was a lifetime resident of the Loco and Comanche areas. He was a member of Oasis West Church. He married Betty Starnes in Wichita Falls, Texas, on March 10, 1952. They raised a wonderful family of six children in the Loco area. Bill started his fencing business after his earlier years as a ranch hand at the 4-J Ranches. Bill was a proud, hard working Christian and to him, everyone he met was never a stranger. He always had the right words to say that would either make them laugh or at least smile. He will be dearly missed by his family and many friends he met through is life.
