Residents of Carter County and Ardmore will have the opportunity to register for the Individual Safe Room Rebate Program during upcoming meetings in Healdton and Ardmore.
The first meeting will be conducted from noon to 4:30 p.m., Jan. 28 at the Healdton Armory. The second meeting will be at the Ardmore Public Library from 10 a.m. – 2 p.m., Jan. 29.
Carter County Emergency Management Coordinator Paul Tucker said residents of the county could attend either meeting. Officials from the Carter County Management office as well as Ardmore Emergency Management and the Oklahoma Department of Emergency Management will be present at the meetings to answer all questions and hand out applications.
"We hope to get a good response like we did the last time we had the meetings," Tucker said. "We get a lot of phone calls pertaining to the program."
The program is designed to reimburse individuals 75 percent (up to $2,000) of the actual cost for installation of a safe room. Safe rooms eligible for the program must meet or exceed the following specifications set forth in the:
n 2008 version of FEMA Publications 320 (Taking Shelter from a Storm)
n FEMA 361 (Design and Construction Criterion for Community Safe Rooms)
n ICC 500 (Standards for the Design and Construction of Storm Shelters)
Funding for the program is provided through the FEMA Hazard Mitigation Grant Program. To receive the rebate, those whose application is accepted must confirm participation in the program, have a safe room installed on the property and submit the required documentation to Carter County Emergency Management by the deadline date stated in the acceptance letter.
The rebate will be awarded following completion of the safe room, not before or during construction. The program is limited to single-family homes. The safe room must be installed by individual homeowners in primary residences and must be installed on the property owned by the applicant. Mobile home owners are eligible if they own both the mobile home and property it is located on.
Only one person may register per physical home address. Those with a safe room that has fallen into a state of disrepair may be eligible for a new safe room. The safe room is exempt from tax liability as a federally funded program and one hundred square feet of a safe room installed after Jan. 1, 2002 can be claimed as an exemption.
